NO OVERNIGHT PARKING HAS ARRIVED


TICKET, TOW...WHERE'D MY CAR GO?

After years of hard work, West Adams Avenues has finally been granted "No Overnight Parking." (2:00 AM to 6:00 AM that is)

Many of you may have noticed the signs being posted on your Avenue, and yes, also on 23rd Street and 25th Street.

To find out all of the IMPORTANT information you need to know, read below.

WEST ADAMS AVENUES OVERNIGHT PARKING DISTRICT

On May 22, 2012 the Los Angeles City Council established Overnight Parking District (OPD) No. 545 in the Avenues of West Adams. This district is bounded on the North by Santa Monica 10 Freeway, East by Arlington, South by Adams Boulevard and West by Crenshaw. 

If you park your car on a street where the new signs are posted, you will need to purchase a permit for that vehicle. Any vehicle parked on a street with a posted sign (see left) will be ticketed. ENFORCEMENT BEGINS AUGUST 20.

FAQ's

What does the permit do for me?

Permits will exempt vehicles with a valid permit from "No Parking, 2AM to 6AM, District No. 545 Permits Exempt" parking restrictions. However, vehicles with permits are NOT exempt from any other restriction such as Street Cleaning, fire hydrants, commercial vehicle restrictions, driveway blockage, or red curb restrictions.

Do I need a permit with a Disabled Person Placard?

Vehicles with disable person placards/license plates do not require a permit if the placard is displayed properly.

Where/How do I purchase a permit for my vehicle(s)?

Overnight Parking permits may be purchased weekdays (except holidays) from 9:00 AM to 5:00PM at the following locations:

NEED TO KNOW

When purchasing permits for the first time, you will be required to provide a photo identification and two proofs of residency (such as your Driver's License, Property Tax Bill, Rental/Lease Agreement) or current Utility Bill (cable TV, Telephone [landline only], gas, water or electric). If you are not sure what other types of proofs of residency are acceptable, call the Customer Service number in advance. Only cash, check or money order will be accepted for payment when you establish and account. Once accounts are established, permit renewals can be done online, in person or through the mail and specific credit card, checks or money orders are accepted as payment.

Permit Types and Fees

Resident Permit (Maximum of 3 per dwelling unit): the cost of these permits is $15.00 per permit and are good for a maximum period of 12 months. This permit is a sticker; which is permanently affixed to the rear driver's side bumper or driver's side rear window of your vehicle and can be used to park anywhere within the District. To qualify for a Resident permit, the vehicle must be registered to your OPD address. If it is a company vehicle, a letter from your employer confirming the license number of the vehicle and that it is assigned to you must be presented.

You are required to present the vehicle registration for each vehicle for which you are purchasing a Resident Permit.

Visitor Permit (Maximum of 2 per dwelling unit): The cost of these permits is $10.00 per permit, and are valid for 4 months from date of purchase. This can be used on any vehicle and is valid within the entire district. This permit must be hung from the rear-view mirror of the vehicle. Lost or stolen Visitor permits cannot be replaced until they expire.

Guest Permit (Maximum of 25 permits per day per dwelling unit) Guest permits cost $1.00 per permit and they can also be purchased by mail, in-person, or online. This permit is placed on the dashboard of the vehicle and is only valid on the "date of use" which is stamped onto the permit.

Finally, Visitor and Guest permits are exclusively for the use of the residents and their guests. Penalty for violation of this requirement is loss of permit parking privileges for a period of one year.

Annual Jazz in the Avenues

It's that time of year again, where vacations wind down, the kids are back in school and we get THE last holiday until November. That's right...Labor Day weekend!

We invite you to the Avenues for our annual "Jazz in the Avenues" where your family and friends can get together with other neighbors to enjoy an evening of dancing and dining smack dab in the middle of West Adams.

Bring your chairs or blankets, a loaded picnic basket or sample the cuisine from local vendors. Then sit back and relax--or DANCE!--as we enjoy a night of music with Women of Drums, Salsa, and the Michael King Group.

Be On The Watch

 KEEP YOUR EYES OPEN

Our Senior Lead Officer, Tracy Hauter, has asked that we watch out for a dark male Hispanic or a dark male African American with a pock-marked complexion, wearing a beige coat, with a black hoodie underneath.

This suspect is riding a black bicycle in our neighborhood and looking into parked vehicles on the street. If you see this person, call our Senior Lead Officer, Tracy Hauter, immediately at (323) 387-9617.

Neighborhood Shooting

Unfortunately, on Monday, March 14th at approximately 2:50PM several shots were fired in what appears to be a gang retaliation. No one was harmed and according to police, it was not an incident typical of our neighborhood.

Several witnesses provided information, but key witnesses refused to speak with police. What is known is that the vehicle involved was a white late model compact Mazda with black stripes. Police are asking if anyone sees this vehicle to try and obtain a license plate number and then call our Senior Lead Officer, Tracy Hauter at (323) 387-9617.

While the Avenues enjoys very low crime rate, it is always important to remember to keep our eyes open.

I Have Seen the Light...

Seeing the light...

I've seen it, and so has my dog, Rudy.

No, this is not a religious episode, but a full-blown glory of light. Last night, while walking the aforementioned Rudy, I noticed something different. Instead of weak yellow light, barely lighting the Avenues, I saw bright white.

It was so bright that I was actually able to see down the street...and Rudy was able to see the many cats out on their nightly prowl. I know that dogs smell better than they see but Rudy had a field day (or night, per se) and then, that's when it struck me that DWP has been sneaking around our neighborhood and installing the new LED street lights. While this was supposed to happen in November and December, I'm sure they were delayed by the unseasonal rains.

As such, these new lights not only will save energy, they are also of a different spectrum so that light is evenly distributed.

Take an evening walk yourself, and see the difference the "light" makes in the Avenues.

Street Elves Spotted Working...

STREET ELVES SPOTTED

According to Herb Wesson's Council District 10 Field Deputy, Albert Lord, the Street Elves are being spotted and are busy at work making curb cuts within the Avenues.

These curb cuts meet compliance with the American Disability Act and help not only the Avenues, but lead the way to our glorious Benny H. Potter Memorial Park which is one of the few ADA parks in Los Angeles.

So, have patience, excuse the dust and maybe you'll spot the Street Elves in your neighborhood as well.  And, hopefully, the Street Elves will get along with the Garden Gnomes during the transition.

Watch the speed of CD10 and YOURS!

As was mentioned in a previous post (see here) we are seeing activities and success by the speedy folks at Council District 10, who recently meet with West Adams Avenues' Quality of Life Committee.

Street Lighting...repairs were being completed on a street light control box on 5th Avenue. Even more impressive, the repair being performed was by a city crew with a female crew leader--one of the few and rare crews in Los Angeles.


Sign of the Times--SPEED...Council District 10's Field Deputy, Albert Lord, sent us the following picture. The mobile unit was brought in by Southwest Traffic Division and placed on 25th street at 9th Avenue. It will remind visitors traveling through our neighborhood (and those of our neighbors) that the speed on 25th Street is 25 miles per hour. If a vehicle is not traveling at that speed, it will let them know EXACTLY how fast they are going. So neighbors, set an example. The speed on 25th Street is 25 miles per hour and it is not the 10 Freeway.

2nd Annual Quality of Life Brunch with Council Member Herb Wesson

Improving the neighborhood and surrounding areas never stops. You could say the same for Council Member Herb Wesson and his hard working staff! They even proved that by showing up for the second annual Brunch with the West Adams Avenues Quality of Life Committee (QOL) one resent Saturday morning.

A superb spread was provided for the QOL Committee and special guests Herb Wesson, Sylvia Lacy, Kimani Black and Albert Lord by our very own, Etchie Mura. Once everyone was seated the meeting--and eating--began.

Fredrick  Douglas...many of our neighbors have experienced the problems at the Fredrick Douglas school from parking and traffic issues to the more important issues of safety. Through the work of West Adams Avenues QOL Committee, Council District 10, United Neighborhoods Neighborhood Council and the school itself, many of these problems have been eliminated. With the new school year having just started, we will continue to work with Fredrick Douglas and our resources to keep improving the situation. Council District 10 is also looking into ways to mitigate remaining issues on the impact of buses parking and waiting as well as parents that continue to put their children at risk.

Parking in West Adams Avenues...many neighbors have been asking for ways to reduce the amount of parking that impacts West Adams Avenues from surrounding apartment buildings on Adams. A study was performed by the Council District 10 and showed that most of the vehicles were coming from apartments in the area. While many plans have been looked at from residential parking zones to no overnight parking, nothing has happened as yet. After a very inventive presentation by QOL Committee member Linda Marais, the problems with parking and coming to our quiet streets was made painfully clear. The West Adams Avenues QOL Committee will continue working with Council Member Herb Wesson and his staff to find solutions.

"Mini" 10 Freeway on our own 25th Street...the West Adams Avenues QOL Committee has been working on how to encourage pedestrian use of 25th Street and compliment our beautiful neighborhood and the amazing Bennie Potter Park. As many of us know, 25th has a speed limit of 25 miles per hour, but that is not slowing the cars down and increasing the safety risk to neighbors, children and strollers going to the park, and dog walkers, people walkers and bikers as well.

Council Member Herb Wesson, listened to many suggestions on how to accomplish this. Not only were some very good ideas and solutions presented, but the Council Member was open to and would like to see 25th Street become a model project for other neighborhoods in Los Angeles. Below is a picture of various proposals (from bike lanes, roundabouts and curb extensions). Let the West Adams Avenues QOL Committee know your thoughts, ideas and suggestions.
